The “Claims History” risk factor, applied in determining the premium for compulsory motor insurance, reflects the insured person’s claims record and takes into account all reported claims, including cases where the at-fault driver is not indicated in the insurance policy.
Based on Regulation No. 156, dated 19.09.2024, approved by the Authority, “On the determination of risk factors included in the calculation of insurance premiums for compulsory insurance products in the transport sector”, all risk factors are applied in calculating the insurance premium for the passenger car category under domestic MTPL (Motor Third Party Liability) insurance.
The “Claims History” risk factor, which applies to all owners of passenger vehicles, is based on the number of reported claims and is divided into three classes:
Class I: Insured persons with no reported claims during the year, who benefit from a premium reduction.
Class II: Insured persons with one reported claim, for whom a premium increase is applied.
Class III: Insured persons with two or more reported claims within the last three years, for whom the premium increase is higher than in Class II.
Regulation No. 156, dated 19.09.2024, “On the determination of risk factors included in the calculation of insurance premiums for compulsory insurance products in the transport sector”, defines the risk factors applied in calculating insurance premiums for passenger vehicles under domestic MTPL insurance, as well as the methodology for their application.
Based on this regulation, insurance companies apply the following main risk factors when calculating the insurance premium:
Claims History: Considers all reported claims, including cases where the at-fault driver is not listed in the insurance policy. A claims-free history results in a premium reduction (benefit), while a history with claims results in a premium increase (penalty).
Engine Power: Reflects the impact of engine power on the premium level; vehicles with lower engine power benefit from a lower insurance premium than those with higher engine power.
Age of the Insured: Insured persons aged 18–21 are charged higher premiums compared to other age groups.
Driving Experience: Insured persons outside the 18–21 age group with up to two years of driving experience are charged higher premiums than other insured persons.
Vehicle Usage: Vehicles owned by legal entities are charged higher premiums than vehicles owned by individuals.
Vehicle Registration District: Vehicles registered in the districts of Berat, Dibër, and Kukës are charged lower premiums than vehicles registered in other districts.
Vehicle Age: Newer vehicles, manufactured in recent years, are charged lower premiums than older vehicles.
